Yes, and this is the tool's whole reason to exist. The PDFs are read and combined by your own browser using pdf-lib; they are never transmitted, so there is no server copy to leak or get breached.
Can I control the order of the merged pages?
Yes. Files merge top to bottom in the order shown in the list, and each file has arrows to move it up or down before you press merge.
Is there a limit on file size or number of PDFs?
No fixed limit. The practical ceiling is your device's memory, and normal documents, even hundreds of pages, are far below it.
